Bill Reintroduced to Shrink the Size of the PA House

Legislation to amend the Pennsylvania constitution in order to reduce the size of the House of Representatives by 25 percent has been reintroduced by House Speaker Sam Smith (R-Jefferson, Indiana & Armstrong).  
Speaker Smith said he feels the 203 member House is too large and a reduction would increase efficiency and effectiveness within the lawmaking body.
“When you compare Pennsylvania’s House to similar bodies in big states that are comparable to us, we are significantly larger than most other states.  But probably more importantly, I believe that a slightly smaller legislature would yield more understanding from one person’s perspective to another. And I think that ultimately, that generates a better product. And so I think we’ll actually have better laws coming out of the House when we all can understand the other’s perspective better.  And one hundred and fifty three seemed to me to be a better number than the two hundred and three we’re currently at.”       
The Speaker introduced identical legislation to shrink the size of the legislature last session, with the bill being approved in the House only to expire due to lack of action by the state Senate.
