A Dream of Fields

In the last several years in the City of Altoona more permits have been issued to tear down houses and other buildings than have been issued to build new ones. For City officials they don't  see a field of dreams but apparently they dream of fields.

Soon a new zoning designation will be needed in the city....farming.
