State prison officials say they're still trying to learn how a female clerk was raped and choked in her office for 27 minutes before help arrived.
A convicted rapist is charged in the July attack at SCI-Rockview in Centre County.
Court records show 36-year-old inmate Omar Best of Philadelphia has a long rap sheet that includes a 2012 forcible rape conviction and a 1996 attempted rape charge that was reduced to indecent assault.
Prison spokesman Jeffrey Rackovan tells the Centre Daily Times that authorities hope to learn who was on duty where. A correctional officers group believes understaffing is an issue.
Several state lawmakers are calling on Governor Tom Corbett to investigate.
Racovan says prison clerks and other non-contact workers are being moved to administrative areas, away from inmate housing.
