Blair County ended 2011 in the red.
 
Dave Scott of Young Oakes Brown & Company says while the county had an operating surplus – the county had some steep expenses to cover.
 

 
The county was also hit with higher workers compensation costs. Scott says the audit shows that Valley View still owes the county millions of dollars – which reduces its overall unreserved fund balance.
 

 
The audit didn’t uncover any major accounting issues.
