There is plenty of concern among city leaders as they find themselves sitting and waiting, and waiting, and waiting for the Act 47 Coordinator to finalize a recovery plan.
Stevens & Lee, hired by the state Department of Community and Economic Development, has been working on the plan since June. At last council meeting City manager Joe Weakland was not the voice of optimism when asked how things were moving along with the consultant.

Weakland says that this late in the game no matter when the plan is approved it’s going back the budget process into a tight corner. Scheduling is going to problematic because of the Thanksgiving and Christmas holidays taking ten days out of the work calendar.
If the plan is not in place in time for a budget to be done, the city would be forced into layoff mode in order to deal with a projected $1.5 million to $2 million deficit. The other alternative would be bankruptcy.
The city is sending a letter to the DCED demanding that the Act 47 plan be sped along.
