Lottery Expansion Plans On Hold



Pennsylvania State Treasurer Rob McCord says he'll withhold payments from a private lottery operator unless he's satisfied that its plans to expand lottery gambling are specifically authorized by state law.
 
McCord's statement could prove be a blow to Governor Tom Corbett's plans to possibly hire Britain-based Camelot Global Services to manage one of the nation's biggest lotteries.
Camelot Global Services is the sole bidder for the contract.
 
McCord says the draft private management agreement is vague on what kinds of gambling expansion Camelot would pursue and says some types of expanded gambling could require approval from the state Legislature or the Pennsylvania Gaming Control Board.
 
McCord says his office could be legally barred from making payments of public money to the contractor without such authorizations.
