As a first step in the annual budget process, Gov. Tom Corbett will present his proposal for the 2013-14 fiscal year before a joint session of the General Assembly on Tuesday.
 
The governor is expected to also roll out plans for reforming the state pension system and funding transportation.

In the coming weeks, both the House and Senate Appropriations committees will hold hearings to examine the details of the spending plan.
