Bedford Jail Guard Convicted in Frozen Handcuff Case
A former Bedford County Corrections officer has been ordered to serve time behind bars after being found guilty of using frozen handcuffs to shackle a female inmate.
The incident occurred on August 19, 2012 inside a recreation area at the prison facility. Prosecutors say 26-year-old Ryan Scott Clapper placed a set of handcuffs inside a freezer for nearly an hour before using them on the inmate. District attorney Bill Higgins told a district judge Thursday that the inmate had previously complained about the handcuffs being too cold.
Another corrections officer testified against Clapper that the handcuffs were cold and had condensation on them. Clapper was sentenced to 45 days in jail. He’s free pending an appeal of his summary trial.
